On a C900, the fuel sender level unit is separate from the fuel pump and located on the right side top of the tank, accessible by removing the trunk floor lift up panel (the pump is located on the left side top of the tank.
Possible problems are: electrical line off or broken, float not working (it's fairly delicate); gauge not working.
Test the resistance with the lines disconnected, the resistance should be 2.6 to 3.8 ohms full tank, 63.3 to 67.5 ohms empty tank; and test for voltage across the top of the sender unit, if no voltage, that's likely the problem!

I've had a similar problem, and it was the rubber bushings in the
shifter link; as some particular ones age they get sloppy and 5th gear
seems to be the one that suffers. Others will age and disintegrate,
then you won't be able to shift at all. If all the other gears are fine
(no grinding, judder, popping out of gear or other untoward behaviour) I'd look to these
rubber bushings, and replace them all while you're at it. They're
replaceable at much less cost than a tranny rebuild, and are most
likely that cause, i.e. after rebuilding tranny, you still won't get
into 5th because the shifter won't have been rebuilt, just the contents
of the gear box!
Check the "Bentley Bible" aka the Saab 900 Official Service Manual,
costs about $40 from Amazon, for info, it's an invaluable resource!

Have you tried lifting the lock on the gear stick?
Look closely at the gear stick and lift near the top of the
gear stick.

I am not a mechanic, although I have worked on cars in the past' I think by your description, the problem lies in you linkage between the shifter and transmission.
