Passenger windshield wiper tries to work but wont. Driver's side is fine.

When you put the wipers on, you positioned them incorrectly so now they go where they shouldn't.
To fix this you need to first make note of which one goes over the other and keep them that way.
Next, put a piece of tape on the windshield where you think they normally go and use that as your target when reinstalling them. Your tape target will probably be 6 -8 inches above the base of the windshield. The wipers should be almost level when at rest.
You'll have to position them with the wiper motor off and in the 'park' position, which means that you turn them on, then turn them off (not with the key) and let them go down to the bottom of the windshield. At that point, you can begin repositioning them.

Remove the wiper arms and then remove the cowl and you should be able to see the linkages then.

It sounds like the the circuit board has gone bad and does not know where the base is any more so it will stop at the middle or the windshield. Auto Zone should have a new board if it's replaceable like the GM products. Good luck and hope this helps, In the mean time you can always turn your wipers on and pull the fuse out when it's at the down position so it's not up.
