On my '03, it's behind the right headlight.
You remove the headlight lens, then drill a 1" hole. The relay is behind that.

On the 1999 Grand Cherokee, it is actually below the right headlamp, but behind the bumper. Taking the headlamp off will not give you access to the relay. Its best and much easier to remove the front bumper.
