When ever the car is not moving there is a rapid clicking noise coming from around the fuse box area, and the this causes the interior lights to flicker also.

You have a defective courtesy light switch that is causing the relay to open and close, that is the clicking u hear, this flashes the courtesy/interior lights on and off.

The fuse must be in the main fuse box. The position and function of the fuses is normally marked on the inside of the fuse box cover and also in the owner's handbook. If you don't come right with these, work your way through the fuses looking for a blown one. To ease your search the windows fuse it should be around 30 amps.
For the cigarette lighter fuse on uk models ford focus there is another 'hidden' fuse box behind the glove box. Just unscrew three screws at the hinge of the glove box. Replace fuse 35 which is a 15amp fuse. Hope this helps .
