The dealer shouldnt have to hand out radio codes to anyone. the dealer will need to see your licence and registration document to prove that you are the owner of the vehicle.

I have a Mercedes 416Cdi (Same Vehicle) You can get the radio code from your Dodge dealer, Take your Vin Number or Title to them and they'll check the system on file.
That is of course if it is the original fitted Radio.
Over here in U.K. there are people who can plug the radio into a P.c. and retrieve the code at a cost.

To deliver the right amount of fuel, the system needs to know how much air is going into the engine.
Knowing the temperature of the air, and its absolute pressure, the density can be calculated. Additionally knowing the engine displacement (a constant) and the RPM, the total weight of air entering the engine can be calculated, and therefore the proper amount of fuel can be delivered.
Part of the system includes a "manifold absolute pressure" (MAP) sensor, which is stuck into the part of the manifold that is under vacuum.
Usually there is a mounting area on the manifold that the sensor sticks through, and it has a couple wires attached. Shouldn't be too hard to find. Sounds like it need to be replaced.
Buy a new one first, and what comes out of the box will guide you in what you are looking for.
