Hood does not open

One of the 2 cables on my hood release is loose. One works fine and releases (dirver's side) but the other is loose and does not. I cannot get my hood up. I have a 1998 Jaguar XJ8

Is there any part of the cable inside the cabin that you can pull with a pair of pliers? I suggest that you try that. You may need to disassemble it from the pull handle to make that work.

NO there is no manual way . get a good flash light and look at teh latch through the grill or from under the truck and try and pop it with a long flat blade screw driver

I have a similar problem with my 1992 Oldsmobile Cutlass Supreme. The way I open the hood is to reach my hand between the radiator and the front of the car, and for me there is a bar running right up the middle if I follew that too the top, and on the drivers side of that bar should be the hood release, and I feel around till I feel the hood release cable, and then I push on the lever that the cable is attached too, most of the time this works. Get a long screwdriver and try to release the secondary latch that way. Or if you have small hands reach up under the hood and pull the secondary latch toward the left.
It may be that your hood release cable that runs from the hood release is broken. You'r going to have to try and manually release the hood latch by tripping the release through the grill with something like a long screwdriver. You should be able to identify the latch trigger by following the cable to end.
You might also try having push down on the hood while another person tries to trip the latch if the cable isn't broken, but just stuck.
