Rate of gasoline usage

I bought a 1993 Toyota Previa LX (4-wheel drive) two month ago.
it seems that the engine works in a good condition .you can’t hear any bad voice from engine and smoke is normal in exit of exhaust.
But I tested the rate of gasoline usage 3 times and it shows that it uses about 11.7~13.1 MPG (mile per gallon) and according with this link http://consumerguideauto.howstuffworks.com/1991-to-1997-toyota-previa-1.htm
It must be 15~19 MPG.
I changed air filter about one month ago.
I am sure there is no leakage from tank.
Would you please tell me what is wrong with this car.

Make sure the vehicle has had a tune up, Spark plugs and wires. Check PCV valve. ETC. ALso may want to run diags on it with OBD code reader to see if it is pulling codes that just arent' showing on CEL(Check engine light)

How to remove egr valve on a 1993 toyota previa
That previa has a central engine, so all engine work requires you take out driver and or front passenger seat out.

How do you remove the rear seats in a 1993 Toyota Previa?
hi

The rear seats have 1 x12mm or 13mm bolt securing it to the rear wheel arch.

Remove the cover over the bolt and unbolt the bolt 12mm or 13mm on the left and right side wheel arch

Then under each seat is a metal clip that holds the seats in place lift them up to unclip the seats, and then they can be removed.
