I have a 1990 honda accord and as it idles at the start the rpms stay at about 2000 rpm. once i put it in drive and then put it in park the engine surges. the check engine light comes on but doesnt stay on. I have had the 02 sensor changed as well as the air intake valve, but the problem still exists. i have been dealing with it for almost a month and am afraid to drive as the car feels like it is going to cut off on me in the process. what are the possible solutions to the surging and also what would be the price range to get this problem fixed

Sounds like your rear engine mount is bad. It's a vacuum controlled mount and only an original Honda replacement mount will work to make the car vibration free once again. The aftermarket mounts don't come with the vacuum setup.
the idle surges if this is the case take out the air intake tube that leads to the throttle body, get a can of carburetor fluid and spray around the throttle body. You will need someone to start the car and hold the gas peddle to 2500 rpm while you do this the car will shut of when you do this, restart the car and repeat the process until half of the can is used up. Now check your antifreeze level fill if needed.
ok a couple of things to try one is loosen the throttle cable so it has a little play in it and then you can check for vacume leaks using carb cleaner if rpms change you have a leak
Here is the most common cause of surges and stalls, it is the idle speed control air-bypass valve and throttle valve, they get full of gunk over the miles and cause idle issues (stalls) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.
Hondas will have a surging idle when way low on coolant. Maybe this is the whole problem. Check the heater hoses for a hole. (passenger side rear of engine.)
