Not enough info given, so I'll take it as they stay on or off, if so then oil the little post that controls the lights on the door panel before you start buying switchs and what not!

1997 Rav 4 auto transmission, will not shift out of park unless I remove cover and depress solenoid with a pen. At the same time, a fuse for the rear tail lights and interior and dome lights was burnt out....

The problem is likely in your lighting circuit.Just to be sure, check the amperage rating on the new fuse-make certain it is the right fuse for that spot. Then, install another fuse, and step on the brake,no other lights on.If it shifts have some one make sure the brake lamps work,if the fuse blows before you shift(listen for the pop) you have a short in the brake lamp circuit or a bad bulb. Not sure which bulb? they're cheap-replace them both! Good luck

Check other fuses as I have found mislabeling at times. Also a second fuse may be in series.

No tail lights and no dash lighting

You can find the fuse box either under the Driver's side of the dashboard or in the Engine compartment.

Try this solution, hope you can find the right one.
