This is not a fault, its the cars built in speed warning that you can program at your desired speed to warn of over speeding! click on the menu button ad flick through till you reach overspeed, now drive to the speed you want to be warned at and click the button again, or you can toggle the option to turn it off and on, i do this by holding the button and pressing the cruise control off or on and it toggles the item off or on! their is more info about overspeed in your user manual, all thats happend here is its been set to low and at low mph it warns you of speeding.

2000 mercury villager, runs a fast idle. whether cold or warm the idle remains at a high idle speed, it even pulls with the brake applied.

Could be a vac leak, or a dirty throttle body, or a faulty idle air control valve. The computer controls idle speed by regulating the amount of air into the intake. Could also be something pulling on the throttle cable such as the cruise control.

These are 2 different issues. When the vehicle starts to slow at high speed, remove the gas cap and see what happens, if the issue goes away, replace the gas cap and check the gas tank vent. If it does not go away, check the catalytic converter to see if it is plugged. The issue with the draining battery has to be tested by hooking a meter in series with one battery post and set it to measure AMPS. With the car off and the dome light disabled, check to see what the reading is, then start pulling fuses one at a time till you find the one that makes the biggest drop in the meter reading.

The grinding sound may be a throw out bearing or the pilot bearing. The sticking throttle problem sounds like a linkage or cable binding up from possibly damage due to the impact from the accident.
