There's a button on the right side of the steering wheel that says serv push that button. It's put right there for when they use them as police cars you can cut the headlights off. You will probably notice that dash lights are on.

relay has gone, hand flash is direct switch. main is relay. remove the cover on dash in doorway side information is on the panel when open, headlight relay is the part. drivers side.
The basic problem is too much resistance in a circuit. You have to figure out which one and where the resistance or short is. You can take the fuses out one at a time or all at once to see which circuit is pulling too much current. It could be a faulty ground somewhere and the lights are grounding thru the wrong circuit. Or something shorted together and pulling current thru the wrong circuit. Like the headlights running off the dash light circuit. You may need a book with wiring diagrams to know what to check.
There are relays for the head lights, but see if the bright lights work also, the bulbs maybe blown, not uncommon for both to blow, then there is the headlight switch,if the brights do not work,it is most likely the headlight switch giving the problem.
There should be a reset button in the fuse pannel. It can be used to reset the low tire pressure light , and the change oil light.
Instructions should be in owners manual , or you can google it.
Chevy dealership should do it for free in my opinion.
It sounds like your low headlight relay may not be working. not sure on this particular model, but most of them have relays for high and low beam headlamps. these are usually located in the power distribution panel under the hood. before replacing make sure you have power to them. if not check for wiring problem, if power is present try a different relay.
Ok, locate the relay panel (probably inder the hood) and find the relay that controls the headlamps. With your headlight switch "on", pull the relay and see if your getting a hot current to the connectors in the relay panel. If it's hot, replace the relay. If no current, it's probably your headlight switch.
have you checked for output voltage from the headlamp relay?
