SOURCE: 2003 Toyota Echo heat not working. Fan, but no heat.
There is a valve on one of the heater hoses that allows heated water to flow through the heater core when you select heat. With heat selected and car warmed up check to see if both of the hoses feel warm. If not then water is not flowing through heater core and valve may need replaced or heater core is stopped up.
Use a multimeter to check. unplug the sensor and replace it with multimeter. As the coolant warms you should see a voltage change. I don't know the exact figures you should see but it works on voltage change to close and open the circuit, hope it helps.

if u slide under the car and look there are plastic pop pins u pull these out and then move any plastic shields and look carefully the are a few bolts that go through bumper fascia u remove these and slide fascia straight back and then reverse to install, align carefully and reconnect

You might just need to replace your fuse, they are typically located underneath your dash on the drivers side! Hope this helps. Good Luck!
