Not if the belt is attached and compressor is frozen... will smoke the belt and other components.... if A/C belt drives other accessories also you will need to reroute others..if compressor not frozen you and clutch not damaged where it is not wobbling or changed its position (run out) you may b ok

Heater not working in extreme cold weather because fan wont shut off. fan has been replace and the computer has been checked. nobody knows what is wrong

I'm making some assumptions, here.. I've been told I make too many assumptions... but, I'm assuming that you're talking about the engine cooling fan.. If I'm correct in this assumption, my guess is that you've not taken the vehicle to a good, reputable mechanic or repair shop. There are several reasons that an engine fan would not turn off, and each reason would have to come from a qualified mechanic. For example, there is a sending unit for the air conditioning system that might cause continuous running... or a sending unit in the air conditioning system that could cause the same thing. To complicate that issue, quite likely your air conditioning system purposely kicks on the engine fan any time you run your defroster. Also, your inside heater should function correctly, regardless of the engine fan running continuously. If I'm wrong on that score, then your engine has a thermostat problem "to boot"... which, by itself, could cause poor heating of the inside of the vehicle. NOW, backing up a little, if you so happen to be talking about the fan INSIDE the vehicle that is part of your heating OR air conditioning, we have a little different matter on our hands... First, some vehicles legitimately have a fan running on slow speed at ALL times.. for continuous air circulation purposes (sometimes, you can't actually hear this). Also, I might add that THIS fan running all the time should not be a problem for the heater to work properly.

Air conditioning drive/pulley belt

That's a good question. I've always had a belt connected to the compressor on my hondas (1979, 1981) and worked on vehicles that had the belt on.

Most people like to have a/c working on their cars.

I would imagine that if the belt broke in an emergency, that it wouldn't hurt anything if run for a short distance before repairs could be performed.

My 2002 pt cruiser lost power steering suddenly

check to see if the serpantine belt is still there. It sounds like like it broke. this belt runs all of the accesories on the vehicle including the water pump. So if this happened it probably starting running hot too

1997 2.4L Chevy Cavalier LS; Low Coolant Indicator and Temp Gauge

take the cap off of the radiator (whil engine is cold) start and run the vehicle. keep runnig 30mins after the vehicle is hot keeping notice of the rad fluid level.
keeping the cap off will prevent the pressure build up that woiuld keep the air in the system, keep adding water or antifreeze as the level goes down. this may take an hour or so.
also with the cap off, you will be able to see if your water pump is operating correctly. you will visibly be able to see movement in the rad when the pum is engaged.

Timming belt broke at 65mph

7 year old vehicle.

If the timing belt broke it means the pistons have hit and bent the intake/exhaust valves ! You need of consider the cost of repair verses getting another vehicle.
These are the choices.
1) Rebuild the engine. Remove head, replace valves/guides gasket, intake/exhaust manifold, fuel injectors, air breather, etc etc labor $$$ !
2) Replace engine - remove old engine remove intakexhaust manifold, air conditioning, radiator, battery etc, etc labor $$$.
3) Sell the vehicle for what you can get and get another one $$$.

You will have to decide which is the cheapest in terms of money and your time.
