If you have water in the engine and it wont turn over it is probably hydrolic locked. Meaning one or more cylinders are full of water and not letting engine turn over. Pull the plugs out and crank the engine slow at first to get the water out. Then you can see where the water came from and decide what you want to do.
Check your battery voltage, sound to me like your battery cold cranking amps is low. Its enough the power the lights but not turn the engine over. Have the battery replace
not enougth info. is the engine turning or there is just a click, is engine turning to fast or slow, how many miles, has timing belt been replace lately? can be a broken t-belt.write back with more info

you need to provide more info man as to the problem also include year ,make ,modle ,engine size ,fule injected or asperated dose the engine turn over fast or slow did it run yesterday and now isnot?
Is starter engaging but is turning the engine slowly then not turning engine? (that's what I'm reading) If so, check both connections at the block and starter. If reading proper voltage 12v or better, check voltage across battery when in "start" if it drops below 9.5v the starter has failed. (you can turn the engine by hand...correct?)
