no you most likely have one of the famous wiring problems for a dodge to have possible pcm problem check all pin conections to pcm on passenger side of fire wall under hood will be a start.

do you hear the fuel pump engage when you turn on the ignition if not look for the fuse that controls the fuelpump relay and make sure its not blown.

Yes it can. It doesn't take much like slamming a door or dropping a load of parts. There is only a magnetic ball inside the contacts and it is a wonder that Railroad tracks and Potholes do not trigger more shutoffs. All you do is find the switch and hold down the button on it for about 3 seconds.
Then try starting the van without slamming the doors shut until it is running. If the Inertia switch does not help check the fuse panel, then the relay. The relay should either be in the Black powerbox group or in with the fuseholders.

what is the fuel pressure reading, chances are u just have a defecive fuel pump, if the pump is running u will hear it when the key is turned to run for one second, so do it repeated time off then on and listen, if u hear nothing repalce the pump.
