All dash/radio/temp control lighting dim to almost nothing once i turn headlights on. while driving lights continue to flicker between correct brightness and almost nothing. if i push or pull on the dimmer switch the lights will stay bright. Is this a bad dimmer switch or a possible wiring issue??
On the Jeep forum is has been suggested that the headlight control switch has issues with the solder connections, and that re-soldering the connections solves this problem. I have the same issue with my 1998 Grand Cherokee, and I am about to re-solder all the connections on the control module. I will update this answer with my results. I suggest heading over to the Jeep forum for better expertise than mine.
Most likely the dimmer switch. Loose connections from the harness connector to the switch can melt the connectors which would cause a poor connection and be the source of the flicker. You may be looking at a combination switch and wiring problem.

From the dashboard. 2 days prior to this my Airbag light fuse went out, I replaced it and now it works fine again. I am not sure if they have anything to do with eachother.

have you disconnected the actual switch and see what happens

TEST
remove both bulbs from the lamps but leave them on their wires switch
on and see if the bulbs are still different brightness if not they the
passenger side lamp housing has damaged mirror is dirty or missalined and needs adjustment. if they are
different brightness then this may be a earthing problem.

Solution implys a diagnosis and no one can give an accurate diagnosis from the information you provided. I can however give a ist of possible tests to eliinate some possibilities. Check your battery voltage with a Digital Multimeter, next check the charging voltage, if you are unsure how to perform either of these tests check with a local autoparts store, they will try to sell you a battery so they have the equipment to check on hand. if this does not give any more information then try to clean and re connect grounds. let me know the outcome

there is a ground wire for both sides. follow the wire from the connector to body and clean, Test the 12 volt wire to make sure it has 12 volts. If not bad switch or bad wire or contact in the connector. Wiggle the connector first with the lights on to see if it changes.
