On a 1999 Nissan Maxima at what intervals should a brake system flush and power steering system flush be done?
I doubt Nissan has a set recommendation for either one.
Generally both systems are sealed and the fluid should last for the life of the car. You could flush each system every 50k if you think there is a chance they could become contaminated.

I believe you need your disk brake rotors turned to be true again or have them replaced. Whe you use your brakes a lot and kit puddles of cold water then it will warp the rotors which will cause the violent shaking. You may not feel it in the brake pedal even if it is warped rotors. If you don't think you have warped rotors then you should be very careful driving it because it will probably be in the steering sector arm or the idler arm on the steering shaft.

Three areas of concern. A leaking steering rack: By looking under the car, look for the rods which tie the left and right wheels together in the center. By turning the steering wheel fully to the left or right, you can look behind the front wheels 1/2 way down and you will see the rod I am referring to. Following the rod to it source of attachment, it will have a rubber bellows type cover surrounding is as it gets near the center of the car. If the rubber is torn and has oily residue, that is where you are loosing your power steering fluid. It is a leaking power steering rack. A fairly expensive repair, best left to a professional. Buying a used one is a real crapshoot because they are very prone to failure as they get older.
2. The high pressure hoses will leak on these cars. It is difficult to see these without putting the car on a lift because the pump is on the firewall side of the engine. If you notice the fluid dripping near the pump, it is a higher probability than not that it is the high pressure hose than the pump. Also look at the return hose coming from the reservoir, Sometimes the clamps aren't that tight and it will cause a leak, but your description sounds like a leak under pressure.

you may have to replace the abs controller thats leaking, you must clean it off and then pump the brake pedal and watch for the leak, if its coming from the lines then they can be thightened, but if its from the housing of the unit then you have to replace it. hope this helps.

To bleed the power steering system on your 2004 Nissan Maxima, fill the power steering fluid reservoir to the cold mark. Turn the ignition to the "ON" position. Repeatedly turn the wheels to the left and then to the right, hitting the furthest left and right positions. This process will bleed out any air that has entered the power steering system so that it works consistently. Continue to check the level of the power steering fluid while the engine is hot until the fluid is all gone.
