Located in under hood fuse/relay center. Owners manual will give fuse locations and identification. Make sure dome light is not turned off by dimmer switch

Time delay relay is the relay that allows the interior dome light to remain on for a brief time when you enter or leave the car.Usually the lights will remain on for a few minutes and then dim down and finally off.
It sounds like the daytime running lights were put on that circuit and the relay removed to keep them on constantly.
This sounds like a time and material repair that a shop will have to do. Tracing the wiring installed by the previous owner may be required to find out what was done.
The fuel pump reset button is commonly located in the passenger compartment behind a panel near the foot boards...passenger side and looks like a relay. The red button may be protruding and simply needs to be pushed back.
May even be as simple as a bad seal on gas cap. Stop in to one of the bigger autoparts stores such as Autozone, Pep Boys etc, and they will scan it for free to point you in the right direction. If code(s) doesn't give obvious fix, get back to us with code and we'll further assist you.

Locate and check the alarm module's inline fuse(s) and relay(s)
Open covers and check every dome light bulbs.
Clean the door and rear hatch electrical contacts.
Some interior lighting system has a "slow dim" or "theater" lighting module.
Check for loose connection at the module.
Check the switch that makes the Dash Lights brighter and darker. When it is turned to maximum Bright it may have moved to the interior light on position. if your interior lights has multi position switches on them, specifically the Dome Light, check that that is in the proper position because there is an always on position there as well.
This is actually a timed circuit but I don't have the exact location of the relay that controls it. Normally it would be a relay located on or near the interior fuse panel or one in the power distribution box under the hood. It should actually only keep the power on for about 5 min and is meant to save fuel and keep you from running your battery down at the same time. Now as far as what could be the problem, I would look at the relay and the door dome light activators. If one of those is shorted then it will short that as well. They control the power to the dome light also if the light switch is locked in the always on position or always off, controlling the dimming of the dash lights, it will effect the working of that circuit.
