One question, have you replaced the ECTS (Electronic Cooling Temperature Sensor)? These cause no end of different seemingly unrelated problems on Saturns. Peice is about ten bucks and is an easy install. Just search on youtube for a how-to video. Even if that's not the problem it is reccommended to replace this peice just the same as they ALL end up going bad at some point.
If that's not a fix, start pulling plugs. Check to see if they're correctly gapped and if they have any damage/corrosion. If you're running Platinum plugs, immediatly change to a copper plug as Platinums have no place in these motors. Most people have the best luck with NGK copper.
Check to make sure that your plug wires haven't been crossed. This sounds like a plug or wire issue most likely so it has to be in that family, if the plugs are good, wires good and not crossed, sensors are fine, then time to replace your coil packs. If you've replaced everything up to the coil packs then that is most likely the cause of your dillema.

turn on car and use voltmeter on the sensor get the base reading then get a reading with the throttle partly opened and see if it increases or what. it could be faulty, if it is not within spec then get a new one, unplug the batter negative terminal and install new sensor. reconnect everything and you shuold be on your way!

check your gas cap. If you fill your gas while the vehicle is running, it will also cause your light to come on. Go to OReilys or Autozone and they will shut it off for free and tell you the problem

it is a relay marked M15 in REM (rear electornic module). open the side panel in the trunk on the left hand side of the car. there is a rectangular panel (@ 7" x 9") full of fuses and cubes and card modules. in the middle vertically, and toward the front of the car (your right, looking at it) of this panel are the relays, 4 rectangular cubes 7/8"l x 1/2w"x 1" deep. sockets are marked M17 M16 M15 M14, but you can only see the M17(top) on my car because the socket is empty (the other relays cover their respective marking). M16 is the relay for the rear fog lamps. pull this one out (these are in tight so you have to rock it back and forth or gently pry),
pull the one below M15 and replace it with the one you took from M16. your fog lights won't work, but your brake lights will. I'm told the relay is about $20, I haven't bought one yet though cause this fix worked. i read this on another site. it was from a certified volvo mechanic.
Check
engine light comes on and off, these are indication that there is some
error code stored in your vehicles ECM. The engine module computer
needs to be scanned. These will give the code and as per the error code the
further problem can be detected and confirmed. The engine light
indicator blinks or remains steady on dash when engine computer
noticed any problem with any engine electrically operated components.
