it matters what kind of transmission you have. my 85 jeep cj7 has stock dana 300 tranfer case. the pattern goes like this

As far as I know, timing is "fixed" and cannot be adjusted on that one. To verify see if your distributor has an integral holddown not a seperate piece as you would find on an adjustable one.

Either your linkage is not properly adjusted or the shift fork is a bit worn inside the transfer case. I have a bit of wear on my own and shift into low range while rolling with no load, between 5&20mph and it works fine except that I need to anticipate needing it before hand. One important rule...If it grinds, don't force it into gear. That will cause damage.
Also, if you just got it, change the oil in there...you have no idea when it was last serviced.

OK, simple problem, and a quick fix...  (And I consider changing my own oil to be the extent of my automotive education.)  I had this happen today.  A little online research from the jeep community showed me the external cable that connects your 4WD knob with the arm on the transfer case is held on that arm with a plastic clip that is fond of disappearing.  
When the jeep cooled down, I crawled under, found the cable end hanging freely, and simply set it back on the arm.  With no clip it will pop off again, but it allowed me to shift back to 2WD and roll home.  I understand a zip tie will keep it in place until you get a 3/16 nut of some sort.  (Can't be more specific about the nut yet, I'm waiting for more info.)  
It was a relief to find out that I didn't need to have anything done with the transfer case, etc...  If you show the dealer the problem, I'm told they often want to replace the whole cable, as the clip comes as part of the whole.  Waste of time and $$$, and I canceled the appointment with the dealership when I learned the simplicity of the problem.

I doubt if the encoder motor is causing the transfer case to stay in low 4WD. It is more likely a problem inside the transfer case.

Won't go into 4 low

Have you tried shifting the automatic transmission to neutral, or if manual transmission- place shift lever to neutral position, then shift the transfer case to neutral position wait a couple seconds then try shifting to 4 low- if you have manual hubs, engage those last. This removes most of the potential mechanical resistance that should allow for the transfer case to shift.

If it still will not go into 4 low you may be dealing with damaged teeth, bent shift dog or worn internal bearings inside the transfer case. As I recall, that was NOT a shift on the fly transfer case.

if its manual shift then inspect the linkage, if its push button then the motor/servo on the transfer case could be the issue. or the switch. i had to chase a simular issue on my tahoe and it ended up being the motor on the transfer case that selects the gears

My jeep will not shift into 4low but 2wd and part time and 4high works fine then when you try to put it into 4 low its hard to pull up then when its their and you let offf the brake it just makes a loud...

Well, in the future it would be better to let us know what it is exactly that you drive, (cherokee, grand, jk, cj, ....)however, i'm guessing from the picture that you drive a grand. I dont know how long you have owned it or if you have put it in 4 low before, but you need to put the normal transmission in neutral before shifting to 4 low using the transfer case (the thing that gives you 4wheel drive via the lever) However, on your vehicle, if you have full time 4 wheel, i think you have the selec-trac transfer case and only have a switch. According to the Jeep website and i'm assuming your manual, you need to slow the vehicle to 2-3 miles per hour and then place it in neutral before attempting to shift to 4 low.
