This problem, is caused by a defective gas level sending unit inside the fuel tank. You must remove the fuel tank from the car to replace the level sensor.
The fuel pump is located inside the fuel tank so you must first remove tank from car. After removing locate the wires going into tank. There is a large metal ring around wires. Remove ring by turning counter clockwise, then lift unit out of fuel tank. The pump is mounted in rubber at the end of fuel lines.
go to a dealer and ask the parts guy to show you the illustrated parts breakdown of the gas tank on your car. it will be on a screen and he can print it out for you. then you will have the name, the part number and the cost. this is most likely not a parts store item, something you can get from only a ford or mercury dealer or used out of a junk yard.
The float/sending unit inside your fuel tank has gone bad. It can be replaced, but will likely require dropping the fuel tank. The replacement itself is rather simple and straightforward, but removing and replacing the tank is messy, hazardous, and better left to a dealer or professional mechanic. You might consider using the odometer/trip meter to estimate your fuel usage.

Gas cap has to be pressure tested. Looking fine is not gonna cut it.

The gas guage is a seprate problem, the gas fill hose may have a sharp ben in the hose or kink, the gas pump hase a shut off valve that shuts off the pump if gas does not flow freely ie:blockage or full tank, I would visualy inspect the filler hose from the gas cap to the tank for again sharp bends or kinks, if the filler hose is in anyway restricked the pump may asume the tank is full.
the gas guage: is usualy a simple flot on a rod in the tank (like a toilet tank has) instead of opening or closing a valve it operates a "potentiometer" veriable position sensor (kind of like a dimmer switch).
if the float gets stuck the guage will stay in that position, the guage gets the signal via the wire harnes, so check the electric circit.
A trick I used on one of my jeeps (I removed the guages ) I filled the tank, reset the trip odometer to zero, put a jeerycan and a couple gallons of gas in the jeep, then drove normaly a week or so till I ran out of gas. wrote down the mileage on the trip odometer. gerrycan gas got me to the gas station.
divided the mileage by half. I fill up the tank all the way the reset the trip odometer to zero, when I reach the half mileage of the tank I fill up again and repeat
