This is a connection problem. When you attempt to draw high amps the system is actually breaking away from the voltage. You'll also need to make sure the battery is fully charged & tested as bad starting connections also mean bad charging connections.
This is generally the terminals at the post but can be the connections to the starter &main fuse wiring connections as well as the ground connections..
Use emery cloth or sandpaper on all corroded areas & apply vaseline or di-electric grease, or just axle grease to the areas to prevent further corrosion & to seal the area a bit. That includes the post & the terminals once cleaned completely & reinstalled. Since your vehicle is a 98 model, when the cables are removed bend them back & forth to see if you hear noises. These can fill with corrosion that kills voltage & have to be replaced when that happens.
Remember: always remove the Neg (-) cable first and install it last when working on your vehicle.

If you are talking about the trailer tow stop / turn lights, this is in the Engine Mini Fuse panel, which is not documented in the 199 Owners Manual for some reason.
It is in the 1997 OM.
