On a 1991 Ford Thunderbird with a 5.0 V8, the fuel filter is on the bottom of the passenger floorboard just behind the front wheel. Turn the car on and open the trunk. Behind the carpet on the drivers side of the trunk, there is an inertial fuel cut-off switch. This is triggered if/when the car flips over or hits something really hard. Disengage this cut-off while the car is running. It will lower the pressure in the fuel line and the engine will die. Disconnect the battery under the hood. The fuel filter has a splash guard covering it. Remove the two bolts and un-fasten the quick-connects on either side of the filter. Save the two clips unless the new filter came with new ones. Remove the old filter put the new filter on and replace the retaining clips and the shield. Connect the battery, engage the inertial switch, and start 'er up. Should turn over for quite a few seconds until the fuel fills the filter and lines.

side of transmission, mounted on frame rail in fuel
line.
fuel filter is under the car on the driver side about middle way back.....but there is a little nozzle on the fuel rail under the hood it looks like were u put air in a tire....get somthing and push it in after u try nd start it to see if there is gas coming through...if there aint u have a fuel pump reset button in the back of the car...but more then likley u r goin to have to replace the fuel pump if u aint getting gas to the fuel rail......
It is mounted on the inside of the frame rail, under the vehicle, about level with the front of the driver's side door. It can be easily overlooked, as it is protected by a metal guard that has to be removed to access it.
Fuel pump is located under the driver door frame inside rail and the filter is in front of it 12" or so, it is a large metal canister type.. The switching valve is located just behind the cab/drivers side on the inside frame rail. I am sure there is a story behind this, like no fuel or something and knowing the rest of the problem would help us help you and dad. Thanks, I hope it helps.
