If the fluid was completely empty, you may still have air in the system. Whining is not good. It means low fluid and could burn out the power steering pump in short order. Turn off the car, Add fluid (DON'T OVER FILL), start the car, turn the wheel a LITTLE bit right and left a couple times to get the air out. Shut off the car, recheck fluid, add and repeat until full. If you still have the whining and no Power Steering, you are FOOKED...
