Did you actually check the brake light switch for power in and out ? There are two different fuses, one for each side. And the circuit includes the turn signal switch. The third brake light bypasses the turn signals.
If tail lights don't work, check your dimmer switch for any shorts. If the brake lights don't work, then check the brake switch behind the brake pedal. You can test them with a multitester. For brake shoes you need socket or star wrench, and needle nose pliers for the springs unless you have a spring too. If you have disc brakes, then socket set and a c-clamp to push the pistons back in.
O2 Sensor Circuit Low Voltage Bank 1 Sensor 2, this is the sensor screwed into the tail pipe behind the catalytic converter, most likely it is defective.
A VERY common Ford issue, is grounding. a ground may look clean, but it is too dirty to allow function. find your grounds and give them a scrub with a scotch brite pad they should be nearby to the bulb, normally they rear lights all combine into one
