My blower fan on my 1999 gmc sierra does not blow air very strong. when i turn it up to 5 you can hear the motor turn up but the presure does not change.
I had the same problem. There is a filter down under the passenger side of the dash that clogs up and stops the air from blowing out any of the vents. I removed the filter completely and now it blows like new.

had this problem which took a couple different directions. First was very simple...the control knob was turning on the shaft,, it had rounded off. Put some glue on it and worked for a year until problem like you described arose again. Replaced all components like you did but had intermittent blowing. Replaced blower again which solved problem...for now anyway...defective NEW blower.
if you do not hear the blower motor blowing it is possible. If it moves air but isn't cold the it would be in the compressor but if it doesn't move air at all id be inclined to say that yes it is the blower motor.
Blower motor resistor is most common ($20-$70) it controls the blower motor fan and speeds or fan relay fuse (usually under the hood) If it's not either then the blower itself is bad. You can pull the motor and apply 12volts to it to test, if it spins then the resistor.
sounds like the relay is turning on sending the power out to the blower motor resistor witch is locate dby the blower motor it is held in the case by two screws check it for power when you turn the switch on and off
When was the last time you changed the cabin air filter?
