OBD2 adpater connected to 2005 Lancer, having error 104 : Error detecting OBD2 protocol. How to solve this ?

OBD2 is USA invention that other countries copied, EOBD and JOBD tool.

if the cars DLC pin 16 has dead 12vdc on that pin (fuse is blown) commuications will fail and tool is dead

using old 1996-2007 era scan tools on this car is not going to work, .
the tool must marked, CAN_BUS READY or fails.

That is not an error code. That is the OBD type of communication protocol. or standard. To read the OBD codes you must have a scanner that is capable of using this protocol to connect to the ecu.

Where did you get these codes? whomever ran diagnostic should have told you. all answers are available on line. OBD 2 is the standard, look under OBD codes
