You do not just reset an SRS light. The system does a self test each time the key is turned to the ON position. If the system registers a problem it will disable the system and set the light. You need to have the vehicle scanned with a scanner that can access the SRS system to find what the fault is, repair the issue, then the light will go out.
Yes, the SRS computer is a stand alone system that not all OBD-II scanners can access, but every time the key is turned to the ON position the system runs a self test. If an error is encountered the system flashes a code and is disabled. You will need a scan tool that is able to access the SRS system. Once repairs are completed the next KO event will start the self test and as long as the all clear is entered the light will go out and the system will arm.

The PAD light cannot illuminate, so the truck is reporting the code via the SRS LFC.
Start with the PAD lamp, and work you way backwards on the wiring harness, looking for a wire that has the insulation damaged, and making contact with the dash frame. Could be right at the PAD lamp holder also.
This will take some time, but should be an easy fix.
The code is two flash outs, so 7 is not valid.
