If you replaced the ECM and it idles at 3500-4000 RPM, the most likely problem is that the throttle body is not able to re-learn. The most common problem is that the APP, (accelerator position sensor), is above 14%. The throttle body will not learn if the APP senor is above 14%. When you turn the key on engine off during the throttle position re-learn, you will notice that the first second it will click, then after 29 seconds it will click again and finally it will click again after 1 min. Before you try and attempt a throttle re-learn, make sure your scanner says that your throttle is closed, with a "YES" value for idle.
Disconnect the throttle body wire and restart,ECM replacement?Do you still have the old ECM?I belive the problem may not have resided in the ECM,When you get a reduced power its doesnt mean a bad ECM The purpose for reduce power is to protect the catalytic convertor,If there is a fault detected in the APP1 or the APP2 a reduce power is ordered.What mediates this is the TPS sensor APP1 goes high and APP2 goes low,If you have a 2003 ECM or saturn this is not a drop in ECM.Your particular year is CAN,means you need to flash it.
Sounds like you have a fuel leak draining the presure in the rail. Check for a bad injector or fuel presure regulator.

I have a very untechnical solution to this problem and I can't for the life of me remember where I heard it but it sure does work. Turn the igniton to ON so that the dash lights up. Eventually the others lights go out and the flashing "Securty" light stays. Keep the driver side door slightly ajar and sit and wait for that Security light to stop blink, usually 5-10 minutes. Once it stops blinking you can start your car. I can't promise that you won't have the starting problem again, but it will happen with decreasing frequency. Ultimately you need to have the passlock issue handled at a dealership. I say DEALERSHIP because it's a manufacturer flaw and they should be made aware of this issue everytime. They're also best equipped to handle it.
