The shift lock mechanism and position switch need to be inspected. It's an issue with a faulty switch, so the vehicle's ECU doesn't know that the vehicle is in park or neutral, and so won't allow the vehicle to start.

You might also check the AM2 fuse in the engine compartment fuse box. There is a "noise supression" capacitor inside the distributor that shorted out on my '93 camry. You can replace the capacitor for about $10, but the capacitor is kind of hard to get at. I had to remove the distributor to get at it, but if you are a good mechanic, you can probably repair it in place.
With the AM2 fuse blown, I was getting crank, but no fire.
