Sounds like a linkage (wiper transmission) problem. But, put an external ground wire to the wiper motor first and see if they work then.
Also many wipers have a fastening nut on the wiper arm where it attaches to the stub that goes through the body. These may have loosened and gone out of adjustment. If so, loosen them and re-position arms, then tighten them down.

remove wiper arms at the shaft, right at the cowl. each will have a nut on them but it is covered by a piece of plastic that will snap up for access. take nuts off and remove wiper assembly. turn key on turn wipers on make sure shafts turn when on, then turn off the shafts to stop in park position. then reinstall wiper assemblies in their park position .

There is a Fuse for the Wipers on the Box inside the Car. There actually could be one in the Relay Fuse Box under the Hood also. This box Shoud be on the Drivers Side up torwards the Firewall of the Car.

check the electrical part of your ignition switch . this is common to burn out and is easy and inexpensive to fix .does not require anything to be done to the mechanical part of the switch and key.

I have the same problem with my 1989 Dakota. I found a part: A-1 CARDONE Part # 40387 which is listed as a Wiper Motor. Is that the same thing?
