you may have a second flasher unit , one for the emergency flashers and one foe the turn signals, some Caravans do . if yours doesn't happen to be one of them, you have a short in the switch itself, and will need to remove the steering wheel to replace it,, be careful, and follow the instructions for air bag safety when working with anything near the air bag,, remove the neg battery terminal first ,, then the positive,, and wait 10 minutes before doing anything else, this gives the system to discharge . when your done, hook up the battery in the reverse order

Next best guess is the flasher unit has failed, this could be your little blue box, pick up a replacement at any auto parts store and replace it.
SOURCE: Have hazard lights but no running or turn signals
sounds like you need a combo flasher assembly..located in fuse block inside vehicle under steering column..there may be a plastic cover under dash you have to remove to see fuse block..large black relay that plugs into fuse block..if you pick up a new one,you will see what it looks like..available at dodge dealer..combo flasher or drl/signal relay

Sounds like the flasher unit to me. Normally the emergency flasher and turn signal are separate.
