The most common problem or there is a 98% chance it is your electric heat pump. Because Jaguar uses the closed water circulation method. Now the heat pump primary function is to supply or pump coolant to the heater core at low rpms or at idle. Once the heat pump fails it can actually block or significantly slow the flow of your coolant. I have fixed around 20 Jaguars with heat related problems ( xjr,xj8,x-types,s-type) all had a bad or very dirty heat pump. 5 of them i was able to clean the rest had to be replaced. Note... a bad heat pump can create a back pressure which in turn force or push coolant out at the connection (a small 3 way coupler) located at the bottom of the coolant reservoir tank given you the appearance of coolant leak. I mean you will have a coolant leak but once you replace the heat pump the coolant leak at that coupler will stop. Also back pressure can stop the coolant flow blowing your intake manifold or head gaskets.
Check to see if your heater core is hooked up sometimes they leak,and owners bypass them.

If the "Heater In Hose" gets hot, and the "Heater Out Hose" does not get hot, than either the Control Valve is sticking closed, or your heater core is plugged up with ****!
Have you used "Barrs Leak" or a simular product for a radiator leak? That will sometimes clog the heater core.
I have a 1993 Grand Cherokee, which "Normally" throws very hot air out of the heater, but lately sometimes it only throws warm air, till I make my first stop, than it gets hot.....all because the heat control valve is hanging up.
Low water in the radiator will also cause a heater to not work.....if the water level is too low to circulate to the heater.

Replace the temp control on this car, it should be electrical control not cables.

Has the vehicle overheated recently, if not there is a failure of the Coolant from engine valve controller, that measures flow through the Heater Matrix. Come back with more, as necessary.

Check the above in this order. I assume you are operating heater control functions correctly and the heater display is showing no unusual infor.?
