Had rear window replaced in 2009 for poor defrost and radio interference. Now problem has returned.

I don't know from where you bought the car but do you feel certain that typical causes such as fouled plugs or clogged air filters are not at fault?
Most dealers, even the shlocks don't normally skimp on the simple stuff but who knows about a private source?
That does seem low, especially the city numbers. I don't think Hyundai is any leader in gas mileage but they are better than what you are getting.

the rear seat does NOT have to be removed in order to replace the stoplamp and/or its bulb.
you have to get into the trunk, and there are (2) philips screws holding the stoplamp secured to the package tray. the actual process takes about 15 minutes, because to do it right you have to actually get IN the trunk.
the price they charged you sounds about right if the price of the stoplamp is included, dealerships tend to overcharge for parts.

Remove the facia plate, and remove the 4 screws that hold the radio in place. It's actually one of the simplest cars you can do.

Dealership seems to think that an FM modulator will fix the problem (to the tune of $220).
Defrosting seems to still be o.k. It's just the radio reception that seems to be affected by defroster is turned on.
Dealer ended up replacing rear glass. That seems to be the only thing to resolve the issue. I'm glad the new models no longer have in-glass antennas.
i am glad also, not good idea put antenna in rear glass best to have antenna outside vechicle.
