This a 5.5 hr job, it is hard to replace the dash needs to be pulled, i just did one and not fun, customer would not have heat at times and it was blend door motor , this is located at the top of the heater box and you need to pull dash back to replace and it is still a little hard getting to one of the screws in the rear of the actuator, the heater box does not need to be removed but dash pulled out.

SOURCE: Wiper motor replacement for a 99 crown vic

I replaced the same part on a 1994 Crown Vic. There are a few bolts which go through rubber mounts on the firewall and that is how the wiper motor fits against the firewall. There is a clip on the wiper drive that must be pressed and slid off the wiper shaft. The hardest part was getting clearence between the engine and wiper motor. If I remember there was a way to turn the wiper case to clear the engine. I have asked myself why this was engineered like this? There is nothing important in the way that 3/4" of clearance could have been given for removal.

SOURCE: How to replace egr valve on 1995 crown vic 4.6.

On 1995 Crown Victoria the EGR valve is located at the rear of the engine compartment. While the attaching bolts can be gotten out with a little bit of a problem the egr tube that atteches the EGR valve to the right exhaust manifold is a pain. It is possible to do though. Here are the removal and installation instructions. If you are sure that the EGR valve is the reason for any check engine light then you can remove the battery cable for about five minutes to reset the light, but if the light is on for a differant reason then you just got rid of the code plus any freeze frame data that a shop could have used to diagnose the problem.

Either the controller, where you turn on the heat. Or the blend door motor is bad. Most chevy blend door motors are Under the dash in the center, behind the console. Hard to get to, but not impossible to replace.

2004 crown vic; cannot turn off heat

Probably the "blend door actuator" inside the dash..

It opens/closes a flap to allow air flow across
the heater core or the a/c evaporator.

Its basically an electric servo and position is controlled by the knob.

2005 crown vic climate control module bad blows through defroster only

I can't say 100% on this but some vehicles still use vacuum to operate the blend air doors (electric solenoids or earlier cable to operate the tempature door).
You may have a vacuum issue and defrost would be the default position because you need your winshield clear more than heat on your face or feet.
Start at the intake manifold and follow your vacuum source.
