Cold this be the integrated circuit relay?.....after the fuse blows, the clock does not work, along with the remote control for the power door and locks/panic alarm, the power windows, reminder tone that you have left key in ignition. Until the new blows, interior lights are extremly dim, and the items listed above work until the fuse blows....

I had the same problem of my dome lights randomly coming on in my 2004 Toyota Sienna. I found that it is a bad switch on the sliding door. Chances are its a door switch or the wiring close to it. the wires bend every time you open and close the door. Check for that but if your dead set on a relay. look under the hood you should find a relay panel on the left(drivers side) finder well. On the cover of the panel box will be a listing and placement for all the relays
The wires that go to the vanity visor lights are probably your problem from what you are describing. Isolate those wires or disconnect the connectors. The dome light feeds the lights in the mirrors.
Both your overhead map lites and your overhead second seat lites have a switch to diable them from the door switch. It might just be that they are not enabled by the rocker type switch right beside each. The cargo area also has the same type enable/disable switch. You probably already knew that but if not I hope it works. Also maybe you might check the bulbs but I doubt that is your problem.
I would remove the dome light, and disconnect the wiring connector, and then put in another fuse. If it does not blow, I would think that the dome light switch is shorted to ground.
