There should be a cover or a label for the missing fuse. If not replace it and see if that works. If you don't have the manual it's not a good idea to start switching fuses as they are all there for a reason. You might pull something important and I advise against it.

You should refer to your owners manual for the fuse size. if you are only missing 1 fuse and every thing else works ,Then my guess would be that is your reason for a non working radio. As well the fuse may have been removed due to a ground in the wiring.

My cars radio does not turn on.

It's definitely a fuse. I would change out the radio fuse and the fuse that controls your door locks. Fuses don't have to be split to stop working.

Is fuse 29 the one you say is good? If that fuse is good, check your tail lights. If the tail lights are not working either, check the TAIL LAMP fuse in the engine compartment relay box.
There are 2 different wiring diagrams depending on if you have the amplifier or not. If you have only the basic radio, it would not have the amp. If you have a premium option, it would have the amp.
There is also another wiring color code I got from another website that's different--more like the standard colors. I'm going to include that color code as well in case you find the colors don't match the diagrams.
In the diagrams, there are actually 2 wires that run the light on the radio. One is green and one is brown with a white stripe. An aftermarket CD player will probably not have any wires for the light and just have it come on when the radio is on--day or night. So, if they connected those factory wires anywhere, that may be your problem.
I have pasted all of the relevant wiring diagrams below, though they may be hard to read because of picture size policies at FixYa. Please let me know if you have more questions.

My 19995 Grand Marquis had the exact same symptoms, but seemed sometimes if I would wiggle the fuse box just under the dash or release the parking brake quickly (which would shake the box) then things were fine for a while. Turned out to be the main ground on the fuse box itself where everything attaches. Good Luck!

Radio and horn will not work

I had the same exact issue today on my 86 Fiero. The Radio and Horn stopped working same time. There is a 20 amp fuse that is marked for the Horn but no mention of the radio. It is in the middle of the Fuse box. 86 -88 should have the same fuse box. ( If you reference the Chilton book they say the fuse is for Horn Cigarette lighter etc. but again no mention of the radio) I just happened to check this fuse (It was blown) and sure enough everything came back. Hope this helps......
