Reving engine Turn car on and the engine will rev to 2500. Usually idle at 900. As I was driving today, engine surges and slows down.

Could be a variety of things, is the check engine light on? possible the throttle sensor is bad, could also be a vacuum leak.

SOURCE: At idle the engine revs up and down

engine lite on? would ck to make sure there is plenty of coolant in system. low coolant may cause idle hunting. also could have a vacuum leak or air intake restriction. ck air filter

sounds like an air leak. check to see if you've left a vaccuum pipe off. you may hear a hissing noise whilst the engine is running. failing that spray a small amount of brake/carb cleaner and listen to a change in revs.
if your sure there's no leak detected then it sounds like a faulty throttle body.

I would suggest looking into this suggestion first then I'd inspect your air filter, spark plugs, and fuel pressure. This is a culprit on many vehicles and overlooked by many people because they don't know what it is or what it does. An IAC (idle air control) motor is designed to adjust the engine idle RPM speed by opening and closing an air bypass passage inside the throttle body. The cars computer or ECM (electronic control module) receives information from various sensors and will output signals to adjust the IAC motor in or out to adjust engine idle speed by controlling engine idle air. An IAC motor can fail one of two ways, either the motor short circuits and stops working or the motor will develop high resistance and cause the IAC control motor to react slowly, either failure can cause the engine to stall at idle. When a trouble code scan is performed it sometimes won't always detect a failed or weak IAC motor. To check the IAC motor remove the unit, with the wires connected turn the key to the "on" position without starting the engine, the IAC should move in or out. If the IAC motor does nothing it has probably failed, replace it with a new unit and recheck system. Note: while the IAC motor is removed clean (use aerosol carburetor cleaner) the passages the IAC uses to control idle air speed, also inspect the IAC for a build-up on the seating (pointed) end and clean as necessary.

Common Problems
An IAC motor is highly susceptible to carbon and coking build up; if an IAC goes too long without cleaning it can cause stalling and poor idle quality. Some cars are designed with a large vacuum transfer hose that connects the intake manifold to the IAC (idle air control) motor. If a broken or dilapidated these vacuum lines can cause the engine to lose vacuum which will allow the engine to run rough and die. Inspect all engine and accessory vacuum lines to look for missing, torn or dilapidated lines and replace as needed. Any car that is designed with a magnetic non-motor operated IAC like Toyota/Lexus is subject to carbon and should be cleaned about every 40,000 miles to avoid stalling.
Basic Maintenance
To check the IAC motor remove the unit, with the wires connected turn the key to the "on" position without starting the engine, the IAC should move in or out. If the IAC motor does nothing it has probably failed, replace it with a new unit and recheck system. Note: while the IAC motor is removed clean (use aerosol carburetor cleaner) the passages the IAC uses to control idle air speed, also inspect the IAC for a build-up on the seating (pointed) end and clean as necessary. and does the engine coolant hit 180 to 200 F and hold there.?
Sounds like the ISC valve is stuck open, clean it.
ISC means, idle speed controls.
also air leaks, vacuum leaks can do this on speed density, EFI.
Im not sure which EFI you have, too lazy to look that up.

which engine do you have, and what country, ?
as a mech, i open hood and look, on the net , i cant do that.

My engine revs and trys to take off while i am sitting still, the car would be in drive and my foot on the brake, It revs up and sometimes when i let off the break it surges forward then shuts down in...

The idling may be a loose connection to the "idle air control valve". if the control valve connection is secure, then it could also be a bad Throttle Positioning Sensor (TPS). To test the TPS, tap it with a screwdriver while the engine is self-revving, and see if the reving changes when tapped. if its not the TPS, then try cleaning the throttle body.

My 1997 Chrysler Concord idles at 2500 to 3000 rpm when first started and when it warms a little it idles at 2000 rpm and stays there. When I start it right after I turn it off, it starts at 2500 rpm then...

Maybe a short to the TPS or something shorting it out. There's also the IAC that really controls the idle but usually it will cause the RPM's to go up and down a little erratic if bad. The MAF sensor can cause major problems as well but since you already swapped the TPS and it helped and then stopped I would focus on that sensor and especially it's wiring to and from the ECM. Be careful with the sensor signal wire to the ECM can blow it if more than 5v passes or spikes.

Vw polo maintains engine revs when foot is off the accelerator.

You need to check the cable the runs from the gas pedal to the engine, it might be rusty and need some drops of penetrating oil at the point it meets with the engine accelerator valve.

Not reving high on cold start

Here is the most common cause of surges and stalls and low idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake
