Engine originally overheated. We chose to have it worked on as the engine only had 59,000 miles on it. We have had new timing belt, water pump, spark plugs, gaskets, egr solonoid, rod replaced?

this is hard to diagnose without hearing it but its either the timing chain or wrist pin on a piston
SOURCE: Engine will not start!!!
was the timing belt changed, since it overheated the cam may have gotten tight and the belt might have jumped 2-3 teeth and you still would have a spark and fuel pressure.

very strange and rare problem. something is keping the injectors open instead of pulsing them. The command to ground the injectors comes from the PCM, Powertrain Control Module. It may be a good idea to pick up a used one from a salvage yard. car-part.com is a good place to look. You will need the info off your module to match up.
Do you have 2.0L SPI engine or 2.0L Zetec engine?

aso, check for shorted wire going to injectors

Mechanical Returnless Fuel System
The fuel system consists of a fuel tank with reservoir, fuel pump, fuel pressure regulator, fuel filter, fuel supply line, fuel rail, fuel rail pulse damper, fuel injectors, and schrader/pressure test point. Operation of the system is as follows (Figure 62):

A partially blocked radiator will also cause htis symptom. Had this happen on two cars in the past. Take radiator to shop for rodding out and cleaning.

Notorious for intake leaks, the composite plastic intakes crack and leak coolant-as to the lack of power, you mght have overheated it and done some damage to the engine. There was a recall (information below) for the 4.6 for the intake-the overheating and lack of power means you should at least have compression checked and go from there-you may have bad head gaskets or worse. Do a compression test before you do anything else.
Ford Motor Company will extend the recall (01M02) on
4.6L V8 equipped vehicles with plastic intake manifolds. Some of the
composite intake manifolds used on 4.6L SOHC engines may develop fatigue
cracks at the coolant crossover duct. This condition could result in
engine coolant leakage which, if not serviced, may cause engine
overheating. Complete loss of coolant may result in engine damage or
engine failure.
The updated recall now includes:
• Certain 1996
through 2001 Model Year Crown Victoria Police Interceptor
• Certain
1998 through 2001 Model Year Crown Victoria with Taxi
• Certain 1998
through 2001 Lincoln Town Car Limousine and Livery Prep Package
•
Certain 1996-2001 Crown Victoria Taxis, Police cars and Lincoln Town Car
Limousine and Livery cars.

Interceptor Vehicles with 4.6L SOHC engines built at the St. Thomas
Assembly Plant from the beginning of production for the 1996 Model Year
through January 28, 1997.
• Certain 1998 through 2001 Crown Victoria

Was it doing this before the work was done ?
No. The car was running great. My teen daughter drives it and told us the car overheated. When I drove it to see what was up it seized up. They though maybe water pump quit working and caused the overheating. Shop overhauled and now we are having these issues. They replaced the EGR solenoid so we thought but my brother now tells me there isn't an EGR solenoid on this model. I do not know what to think. Very frustrated. We have paid over 2000 dollars and I don't feel she is safe driving it.
