Hello. I happen to own a '99 and had to do the same. You can access the back of the bulb by removing your air filter and hose. This will free up room for you to reach the bulb.

Find a way to get your hand on the back of the headlight assembly from under the hood. Depress the tabs on the socket on the rear of the assemble and rotate counter clockwise then unplug the defective lamp replace with a new one being careful not to touch the glass on the new one with your hands or anything oily.replace the socket and turn clockwise until tabs lock.

Low Beam Drivers Side doesn't work ... low voltage,

Power for the headlights on the Left side (High and low beam.) comes from the same fuse... The ORANGE wire and the ORANGE/BLACK are the same, they connect in the harness. If you only lack the 12v to make the light work connect them at the headlight assembly.

If your low beam also lacks ground the Left low beam ground is shared with the right low beam ground... Run a wire from left low beam DARK BLUE to right low beam DARK BLUE/WHITE.

If its not working now then your cursed, seek a witch doctor.

As you described the problem the solution is to replace the headlight bulbs, they have two elements one for normal lighting or low beam and one for high beams. the elements for the low beams are continuously used and are subject to burn sooner.

1988 buick century headlights

To change the low beam headlight on the 2001 Lesabre, the headlight assembly must first be removed from the car. It is really quite simple to do. There are two bolts on the top of the assembly that must be removed - that is all! The entire assembly comes out and gives easy access to the low beam bulb. Give it a 1/4 counterclockwise turn to remove it. Plus in the new one (#9006) and reverse the procedure.
