Try see if flat head screw driver open flap door, wrap layer tape on flat head screw driver to keep damaging car paint.just pry little see if flap will open.

could be plastic strap is jamming inside it
make sure car unlocked when trying to open fuel flap
Gently try to open flap push on it a few times
May be able to pry open gently with car key if it is the plastic strap that holds the cap to the flap causing the problem
The petrol flap doesn't have a lever to open it like other cars but can be opened when the car is unlocked by pushing on one side of the flap to open, if this will not open then the fuel flap locking actuator is faulty and has not unlocked the fuel flap, if this has occurred open the boot and on the left hand side of the boot you will see a round button, if you cannot see this and you only see a hole then chances are the side cover has been off at some stage and the button hasn't been reinstated, if it is there, pull on it and it will pull the fuel flap locking actuator back allowing you to open the fuel flap.

it sounds like its the air type which is the most common ones before about 1998 on vw. you can try to locate the pipes inside the boot compartment (which is where the pump should be as well) and then just plug it with a screw temporarily. i think the rubber boot on your fuel pump's solenoid is also bust so you are going to have to pull the lever inside the boot to open the fuel flap. i prefer to leave my fuel flap disconnected as you dont have to open all the doors of the car to open the fuel flap. hope this helps.
YOU MAY BE ABLE TO TIE THE NEW ONE TO THE OLD ONE AND PULL IT THRU. DONT BE SURPRISED IF YOU FIND A BACKUP EMERGENCY CABLE IN YOUR TRUNK IN CASE YOUR MAIN CABLE BREAKS. ITS TYPICALLY UNDER THE CARPET.
The fuel flap is a kind of square shape with curved edges, with the vehicle unlocked, push the edge nearest the front of the car inwards. This flips open the other end. With it open, lock and unlock the car with the remote key and check that a small metal rod comes out and in respectively. This, with the flap shut, will lock the flap with the car locked.
