I would say you have a wire on the wrong post on the starter solenoid.
Not all GM cars are wired the same concerning the starter solenoid.

SOURCE: new starter and battery and the car wont start!

Cadillac DeVille no year given
The problem may be caused by the starter relay, fuse, or fusible link. The fuse is easy enough to check.
You can check the fusible link. Sometimes they get corroded or melt and break the circuit.

The starter relay is most likely the problem. Since you did not give a model year.
I can only guest the location of the relay.
Look under the hood on the drivers side, right above the wheel well. Look for a black box. the relays are inside.
If not you can give your model year.

i would suggest you remove spark plugs / gloplugs and see if the engine will turn freely by putting a socket on the crankshaft pulley.
If the engine turns freely, I would think the flywheel ringgear may well be the culprit.

Car starts itself

someone broke the key cylinder or its just worn out. need to replace cylinder. I would just put a hidden switch that cuts off power to starter or fuel p[ump so if someone trys to steel they don't know where switch is and it wont start
