If it is a 20amp fuse in the passenger compartment its for the power door lock circuit.

I have a 2004 dodge stratus that has power to lights but does not turn over when i try to crank even after jumping it off.

Hi.

Check ignition switch fuse. This is a 20 Amps. see that it has not blown. In 2004 Fuse should be nr 8 in the power box under the hood (newer models #24).

Once you are sure that battery, fuse and wires are OK, check starter and ignition switch. Check if there is 12V to starter while cranking. If there is power and the starter motor does not turn, then the motor is gone.
If there is no power to starter motor when you crank, then the ignition switch located inside the steering column may need replacement. Before repairing, try reading error codes with a code scanner.

My 1999 dodge stratus did the same thing. Its a short in the starter solenoid its attached to the starter. all you have to do is change the starter.

The horn on my 2005 Dodge Stratus blows about once a day for 30 seconds for no reason. i will take it to a mechanic but in the meantime, what is the fuse number for the horn? i would like to disconnect it...

Hello Kirtina.
The fuse for your horn is #8 in the fuse panel at the left side of the dash panel. You need to open your drivers door to access it.
Verify that fuse doesn't control something else in your car that is important as well.

Get it fixed as soon as possible.

I have a 98 stratus and the starter system keeps blowing the fuses any ideas on how to fix this problem suggestions are welcome.

I'm guessing you probable have the 2.4L 4Cyl stratus, and the fuse that's blowing is #8 on the fuse block? I've been having this issue myself, and after extensive research on the internet I've found that it's a fairly common problem with these, there are two things that can cause this, either the armature in the starter solenoid is unable to move freely, or there is a fault somewhere in the wiring, the most common place for said fault to occur is in the little wire clip with the brown wire coming off the top of the starter itself, disconnect this clip clean it thoroughly and pack the connection with Dielectric grease (something like spark plug grease that will conduct electricity will work well) before replacing it, this is a cheap fix and usually works, if it doesn't then you probably need to replace either the wiring harness leading to the starter or the starter itself.

the starter is the most often cause of the failure the solonoid gets shorted and blows the fuse replacing the starter should fix it, i have also seen a couple of wires for the starter rub against the heat shield and blow the fuse

you need a new starter I just went through this problem had my starter changed and have not blown any fuses in days....oh and by the way getting to the starter was not and easy task.

i think you have corroded wires around the fuel pump harness creating a short circuit which is probably blowing the fuse.
