I have a '89 Toyota Camry with 4 cyclinders, 2.0 engine, automatic transmission. I'm having a lot of issues figuring out how to stop an overheat problem. In the past, whenever I started the car's AC, the cooling and AC fans sometimes turned and sometimes didn't turn. I checked both CDS 30 Amp and Fan 30 Amp fuses. They both worked fine. I've tried replacing the Fan Relay No. 1, AC Fan Relay No. 2, and AC Fan Relay No. 3. After the relay replacements, there was no change at all - sometimes the cooling and AC fans turned and sometimes they wouldn't turn. I checked the fans themselves and they both worked fine. Now both fans will not turn at all, causing overheating problems. When I start the car, I can hear Fan No. 1 working. When I start the engine and then check voltages for the Fan 30 Amp and CDS 30 Amp section to the ground, there is no voltage reading. It should have been a 12V reading if everything was working properly. It's strange that there is no voltage at all. When I disconnected the Water Temperature Sensor, I heard the Radiator Fan No. 1 Relay go to the off position so that part of the circuit is still working correctly, but somehow no electricity is getting to the Fan 30 Amp and CSD 30 Amp section of the circuit. What could be the problem? Any ideas on what to troubleshoot? Finally, where is the cooling fan ECU located in this model Camry? I can't find it in any of the diagrams in the manual. Is TCCS ECU the same thing as the cooling fan ECU? Thanks in advance for your help.
Try installing a jumper across the N/O terminal at the relay socket. Temp sensor in the radiator or in the thermostat housing supplies the signal for the relay the other relay signal is supplied by A/C in on position. both fans will run continuous with A/C on. One fan runs intermittent relative to water temp. Be careful not to blow a head gasket. If you leave the jumpers in place, the fans will stop when the ignition is turned off, save the engine until you isolate the relay signal problem. then simply remove jumpers and reinstall the relays

Is your AC on (AC compressor activated)? Try switching that off and see if it still runs.

Yes it COULD be a bad relay. But then again, it COULD be a malfunctioning A/C high pressure switch or a bad engine coolant temperature switch, or bad ground circuit, or any of the wiring in-between. If your Camry is equipped with the 2.5L engine, it could also be the radiator cooling fan control amplifier.The system must be properly diagnosed to locate the source of the fault.
