2003 buick regal stalling and reving up

My 2003 Buick Regal RPMs rev up while I'm holding the brakes, or they go down and the car stalls out at red lights. Replaced the Throttle Position Sensor but it didn't help.

I would check for a dirty throttle body and a faulty idle air control valve.

Sometimes (when changing the brake calipers on disk brakes, or changing wheel cylinders on drum brake systems) the mechanic will clamp a vise grip pliers on the rubber hose to prevent hydraulic fluid from dripping out.  This can break the internal fiber lining in the rubber hose.  Then the fluid flow can be blocked.  When you press the brake pedal, fluid may not flow to the wheel or wheels.  As you press harder, the fluid may suddenly flow through the line, causing the brakes to suddenly activate.  
Or an even more likely problem, your brakes drag (stay on) and get hot, because the fluid cannot flow back to the master cylinder when you release the brake pedal.  In other words, when you press the brake you force fluid through a partially blocked rubber hose.  But the return of the fluid (backwards through the rubber hose) is caused not by pressure, but just by equilibrium, a balancing act.  Well, if the line (rubber hose) is blocked, the fluid stays in the caliper or wheel cylinder, and the brake is still on, and the brake gets hot.

could be to many thing to take chances with, but most commonly;fuel filter,gas line antifreeze or a crack in your air intake which would take your vacuum seal away, start with the least expensive and work from their. Worst case scenario pinched fuel line

Sounds like your car is overheating. If you have a temp gauge it should show that. If you just have an idiot light, by the time it comes on it's already too hot to operate. AFTER the car is cooled down, open the radiator cap to see how much coolant has been lost. Chances are there is alot missing. Add WATER (no sense in adding coolant if it's going to leak out) and idle the car at home. Look underneath as it warms up to find where the leak is.

SOURCE: 1990 Buick Lesabre keeps stalling

Check ecm for part number 1228253. If it has this number in it replace it with a 16198264. Gm had trouble with that ecm for a cutting off problem. Mine would stall driving down the road and when I would put it neutral it would start back up and not have any trouble for the rest of the day. You must set the tps with a volt meter or scan tool.

To change front turn signal –
open the hood; look in back of headlight; two white clips; pull straight up, and then whole headlight comes out including turn signal; it is all one unit; remove rubber cover, then you take bulb out of unit. Mechanism that bulb fits in will need to be turned clockwise (looking from the front) and pulled to get it out of the larger unit holding all lights. Be sure and put rubber cover back on before re-inserting the two white clips.

Do you hear a sucking noise from under the hood when you apply the brakes? You could have a bad brake booster venting too much engine vacuum when applying the brakes causing the engine to die.

Check coolant temp sensor. If bad, it will make computer think the engine is still cold, causing excessive fuel delivery and flooding. These sensors can be removed and tested (see instructions in shop manual)

Sounds like a relay or coil failing.
To proceed you would need to find out if you are loosing spark to the plugs or fuel pressure to the injectors when it won't start.

It could be the park safety that works off of your brake switch , may need to be replaced , it is under the dash hooks to brake lever, don't know if you can adjust it or just hook it back up try holding more pressure on brake , please let us know what happens , Thank You .

You could possibly have a blown head gasket. Is there an awful amount of white smoke coming out of the tailpipe? If so, that's likely to be your problem.
