Your battery was installed backwards. The movement of the lights is a type of warning. Chances are you fried a fuse also.

To replace the headlight on a 1993 Tracer you must turn the black plastic retainer ring counter clockwise and then pull back gently. The ring and bulb should then slide out toward the engine.
Carefully grab the sides of the plug and pull the bulb out.
When replacing the bulb make sure not to touch the glass part or it will cause the bulb to burn out sooner. Place the black ring back over the bulb with the open end towards the glass part of the bulb. Fit the wiring onto the back of the bulb and insert the bulb back into the reflector. The black plastic ring has notches that fit over protrusions. Turn the black ring clockwise and your done. Test the headlight. Happy Driving

This applies to all 1991 to 1994 Capri
1. Raise headlamps to the normal operating position and open hood.
2. Remove the windshield washer reservoir or coolant reservoir, depending on which headlamp
assembly requires servicing.
3. Remove bezel and headlamp. Route wiring away from headlamp assembly.
4. Remove four screws and cover from headlamp assembly.
5. Remove four bolts retaining headlamp assembly to body.
6. Unplug connector from motor and remove headlamp assembly.
7. Remove nut retaining linkage to motor.
8. Remove three retaining bolts and motor.
If you have another motor, you can install it now and assemble in the reverse order. Make sure that when you put the linkage back on that it has the headlight in the raised position like before.
Your motor may not be bad just because it doesn't come up. If you take the 5 or so screws off the motor assembly, you'll see were some copper wipers make contact to a circular gear. Where they make contact could simply be dirty. Clean the gear with light sandpaper to get the copper on the gear shiny, then put it back together. You can test the motor now by plugging it back in and operate the headlights...it may just work correctly...

Under the radio. You should hear a click when it operates. If it clicks and the headlights don't raise, then the headlight motor cams need to be cleaned
