It is an obdII code reader. the plug that the code scanner ,reader, is under the dash next to the hood release latch its a black plug just to the left

IIRC these are a coil over design. meaning the coil is over the plug. the coil should have one 8mm bolt holding it on the lower intake manifold. remove the coild to get to the spark plugs. look by the fuel injectors, coil should be just next to it or very close. coil usually says motorcraft on it and circle in design.

located in the engine compartment.
The power distribution box contains
high-current fuses that protect your
vehicle’s main electrical systems
from overloads.
The starter relay is in position #56 of that box.

There is one for the 2003 Mercury Mountaineer. If you are smellign a "vinegar" odor, mix a solution of 1 part bleach to 3 parts water and pour it down the grid at the base of the windshield. It will take care of the smell.

The check engine light alerts you that you have a problem that needs attention and then you connect a code reader scan tool and it gives you numbers. Those number tell the problem and how to fix. They are called DTCs (Diagnostic Trouble Codes). Garages will normally read the codes for you for free in the hope of getting the work. Or you can get a cheap code reader yourself.

Finding out what DTC'S - diagnostic trouble codes are in the ABS control module will tell what needs to be checked > Your best bet , take it to a qualified repair shop .

Changed fuses ND now my truck won't start 98 mercury mountaineer

Which fuses did you change? I don't know what ND means? If it cranks good but won't start, have a helper crank it while you check for spark at the plugs. If spark, use a gage and check proper fuel pressure, also check fuel injector pulse. What about your security system? Can you check for applicable trouble codes. To check, you need an obd2 code reader, at least. There may not be any codes?

You need to have it put on a scanner to read the codes. Code readers won't get codes from security problems. Next time you have a mobile mechanic come out, ask them if they have a scanner, that does your year ... Not a code reader. A scanner reads all the computers on the car (can be up to ten or twelve on new cars) A code reader only does the engine.

diagnostic approach, I personally
don't think any internet ideas will help

You still have misfires, that are spiking the PCM &
TACM on the throttle body and putting it
into ETC Fail Safe.
