My 1995 chevy camaro is blowing cold air the temp gauge only move

Sounds like a thermostat and/ or the system is low on coolant.
Its probably not going to reach 200 degrees when the outside air temp is below freezing, but you should get plenty of heat if the system is working correctly.

may need to replace thermastat. that senses the temp. maybe start with that

Sounds like maybe a stuck thermostat. or a blocked heater core. Just cause the system was flushed dosent mean the heater core was cleaned out.

heater core could be plugged up. flush cooling system.

Temperature gauge should not be in the red unless you are talking about the temp control. Check hoses to heater core for a temp difference once the vehicle has reached operating temp. If a big differenced is noticed heater core may be plugged and may have to be flushed or replaced. Do the same with radiator hoses could also be a thermostat

Definitely check your fluid level in your radiator. Top it off all the way. I've seen that happen multiple times on cars that were low on anti-freeze. If that doesn't work try replacing your thermostat. It's cheap and the easiest place to start if topping off the fluid doesn't get you fixed up.

maybe the radiator is plugged or the water pump isnt moving water very good

No your thermostat is stuck open which will not hurt the engine. but needs to be replaced, the thermostat is what allows the engine get up to operating temp. before allowing water to flow through the radiator and when it is stuck open it doesnt allow the engine to reach operating temp. so the heater never gets hot.
