this is all i could find out. The fuse is the safety device that breaks the electric circuit if it exceeds the safe level. If your fuse blows then there will be no way to stop the electricity from reaching the windshield wipers. This will cause your wipers to constantly keep going. ... You can easily tighten it and the wiper problem should be resolved.26 Feb 2013

If you turned the wipers ON while they were still frozen to the windshield you likely stripped the gears in the wiper's motor. They're likely only going 1/2 way because the wipers also got misaligned on the motor shaft, too.
You may get lucky and be able to REALIGN the wipers on the shaft.

Well pop the two little black plastic top hats off of the wiper arm mounts and losen the nuts. Turn your wipers off and tighten them in the lower position.There should be visible mark on the widshield where the wipers have spent most of there time sitting.If you have them to low when you turn them on you will be able to tell by how high the go up on the windshield.Well hope this helped.
