The starter engages into the fly wheel but it acts like the battery is dead even after the battery was changed think something is binding up but not entirely sure

Recheck the battery, the starter doesn't care if your battery gives 12 volts, it needs CCA (Cold Cranking Amps), Autozone will test this for free where I live, most likely where you live too.

Do you have a Chip in the Key? if so that Could be the Problem,Ya see the chip is a resistor and if it looses its ELECTRONIC VALUE in its Case Resistance it wont start to test this Turn the Key in the ON posission then do the Screwdriver thing If it Starts Key is Good and Most Likely the Ignition (SWITCH) is Bad <<ELECTRICAL Side NOY LOCKEST SIDE For More Info Recontact Me

make sure starter drive is engaging. make sure motor is not locked up?
SOURCE: i think the solinoid is bad ,it wont engage into
it's 1 of those jobs that you probably want a mechanic to do unless you can see your starter
f it hangs off the back of the motor then have a mechanic change it as the exhaust is probaby right over top of it abd it has to go downwards and can only be accessed from the botom
if it is on the front of your motor then disconect the baterie and look for 2-3 nolts then hold the starter to the motor or trany
after you remove te\he bolts remove the wires dont be afraid to make a diagram of the wires
heck use masking takpe and tie the wires that go together together and mark them usualy ther are 2 terminals 1 for main power and 1 for the starter circut and the starter circut is usualt red and a lighter guage wire
SOURCE: battery is new starter is new and car will not turn over.
sounds like the teeth on the flywheel might be stripped.
